Designed to keep the skirt face parallel to the working surface,
which in turn, also keeps the cutting bit parallel to the surface.
This avoids the possibility of accidentally cutting into the product skin
when shaving rivets flush to the surface, or countersinking holes for flush riveting.
Additionally, the spring loaded stabilizer feet permit the operator to aggressively
feed the cutter while keeping the tool firmly under control.
